LSG is an independent and under their own responsibility activity of citizens by decision of the VSW, carried out at the level next to the level of the subject of the Federation.

The constitutional foundations of the local self-government consist of the following provisions:

1) local self-government bodies are not included in the national government system;

2) local self-government within the limits of its powers independently;

3) the population of municipalities (municipalities) independently decides on the value of land, owns, uses and disposes of municipal property;

4) the population independently determines the structure of local self-government bodies

5) the boundaries of municipal territories cannot be changed without taking into account the opinions of residents of these territories;

6) local self-government is carried out by citizens both directly and through elected and other local self-government bodies.

In accordance with the Ministry of Internal Affairs of the Russian Federation and the corresponding Federal Laws, the laws of the constituent entities of the Russian Federation, foreign citizens permanently residing in the territory of the relevant municipality have the right to elect and be elected to local self-government bodies on the same conditions as citizens of the Russian Federation.

The subject matter of local self-government includes:

- management of municipal property;

- establishment of local taxes and fees;

- formation, approval and execution of the local budget;

- implementation of public order protection;

- other vmz.

In addition, MOs have the right to accept for consideration issues that are not excluded from their jurisdiction and are not assigned to the jurisdiction of other MOs and OGVs. MSU can be carried out by citizens: directly; through local governments.

The forms of direct implementation of local self-government are:

1) local referendum;

2)municipal elections;

3) meeting (gathering) of citizens;

4) people's law-making initiative;

5) citizens’ appeals to local self-government bodies;

6) territorial public self-government.

The people's law-making initiative - the population's submission of draft legal acts on VMS to the local self-government body - must necessarily be considered at an open meeting with the participation of representatives of the population and is also one of the forms of direct expression of the people's will.

The constitutional guarantees of local self-government are:

1) prohibition on restricting the rights of local self-government;

2) the right to compensation for additional expenses arising as a result of decisions made by the State Civil Service;

3) the right to judicial protection

Accordingly, two groups of guarantees can be distinguished: material and financial and legal.

In accordance with the Federal Law, the material and financial provisions of State Medical Institutions are that each municipality has its own budget and the right to receive funds from the federal budget and the budgets of the constituent entities of the Russian Federation in the process of budget regulation. The right of local self-government bodies to independently form and implement the local budget in accordance with the charter of the local government is ensured by imposing on the local government bodies the obligation to guarantee:

1) the right of representative local self-governments to independently determine the direction of use of local budget funds;

2) the right of representative local self-governments to independently dispose of the free balances of local budget funds formed at the end of the financial year as a result of an increase in revenue receipts or a decrease in expenses;

3) compensation for increased expenses or decreased revenues of local budgets that arose as a result of the adoption of federal laws, laws of constituent entities of the Russian Federation, as well as other decisions of the state government.

Legal guarantees include:

1) the constitutional right of local self-government to judicial protection;

2) enshrining in the Russian Federation a ban on restricting the rights of local self-government bodies;

3) binding decisions of local self-government bodies and their d\l for execution by all sub\p\p, institutions and organizations located on the territory of the local government, regardless of their organizational and legal forms;

4) invalidation of decisions of local self-government bodies only by court decision;

5) obligatory consideration by OGVs and other organizations of appeals from local self-government bodies;

6) the right of citizens and local self-government bodies to file lawsuits in court to invalidate acts of the state government, civil servants, institutions and other organizations that violate the rights of local self-government;

7) responsibility of local self-government bodies and local self-government bodies to the population as a result of loss of public trust.

Also an important guarantee of the local self-government is the activities of the Constitutional Court of the Russian Federation. The following are recognized as guarantees:
